A cosmetic practitioner known as the 'Lip King' had been banned from performing liquid Brazilian Butt Lift (BBL) procedures in two areas of England before treating Alice Webb, who died after the treatment in Gloucester in 2024. Jordan Parke, 34, faced enforcement action in Dudley and Salford prior to the death of Webb, a 33-year-old mother-of-five from Wotton-under-Edge, Gloucestershire.
Webb's former partner, Ben Kingscote, said she would not have undergone the procedure had she known about the previous prohibition orders. "If Alice had known about these prohibition orders she wouldn't have had it done," he said. "Her kids were everything to her. She adored her kids. She wouldn't have done something that would have jeopardised that."

Dudley Council issued a prohibition order in 2023 preventing Parke from carrying out liquid BBLs in the area, following concerns first raised in 2019. A second order was issued in Salford in February 2024. Kingscote said the local restrictions did not prevent Parke from working elsewhere, calling for a national system to stop practitioners moving between regions. A Department of Health and Social Care spokesperson said ministers would consult on tougher measures covering high-risk cosmetic procedures, including liquid BBLs. Gloucestershire Police had been investigating Webb's death; Parke was arrested on suspicion of manslaughter but not charged before he died in February in an unrelated incident after undergoing a cosmetic procedure. Gloucestershire's senior coroner said an inquest would likely take place in front of a jury in the autumn.
