The US programme management firm MustardSeed is launching UK operations, betting that the government’s Modern Industrial Strategy will drive a wave of demand for disciplined execution in life sciences, advanced manufacturing, defence and clean energy. The company, headquartered in West Chester, Pennsylvania, and now also operating out of Manchester, announced the move on Thursday, with discussions already under way with more than a dozen current and prospective clients across Britain and Europe.

Leading the UK arm is John Best, appointed managing director with a brief to build and manage client relationships in sectors where the firm’s integrated programme management approach can have the greatest impact. MustardSeed’s methodology – built around cross-functional coordination and embedded PMO delivery – is purpose-designed for the complex environments that define the government’s priority sectors, the company said.

“The timing of this expansion aligns with a genuine shift in the UK’s investment and policy environment,” Best said. The 2025 Modern Industrial Strategy, which places life sciences, advanced manufacturing, defence and clean energy at the heart of Britain’s growth agenda, has created a need for organisations that can turn policy ambition into execution, he argued.

MustardSeed’s move comes as the UK seeks to accelerate delivery in areas that require long-term coordination between public and private actors. The firm’s decision to establish a Manchester base positions it near one of the country’s emerging life sciences and advanced manufacturing clusters. Best will now lead a push to convert the active discussions into formal contracts, as the company aims to embed itself in the delivery chain of Britain’s industrial renewal.
