Severn Trent Water has escaped a fine for breaching its wastewater obligations after the industry regulator said the company took “genuine accountability” and began fixing problems before an enforcement case was opened.
Ofwat said the utility, which supplies more than eight million people across England and Wales, failed to effectively provide drainage and manage the contents of its sewers. The watchdog described the breaches as “serious and unacceptable” but decided not to issue a penalty because Severn Trent had proactively dealt with network problems before the case was opened in July 2024.

“Their response to those failures sets a standard we expect from all companies: identifying the problem, proactively investing to fix it and co-operating openly with the regulator,” said Lynn Parker, Ofwat’s senior director for enforcement.
Severn Trent has invested £98m of shareholder funds into improving infrastructure, including additional capacity at 65 wastewater treatment sites, storm tank enhancements, and increased storage at storm overflows. A further £26m went towards nature-based solutions in Mansfield, Nottinghamshire. The investment has led to a 41% reduction in spills from each storm overflow in 2025 compared with 2024, despite heavier rainfall than some other regions.
Ofwat has been investigating wastewater management across the industry. Severn Trent is the eighth case completed, with previous cases resulting in fines and enforcement packages worth more than £300m, including a £104.5m fine for Thames Water. Unlike those seven cases, Severn Trent “proactively identified problems in its own network” and “began putting them right” before the enforcement action.
“We will always act where companies fail their customers and the environment,” Parker said. “But we will also be clear, publicly, when a company does the right thing.”
Severn Trent said it remained focused on delivering further improvements for customers and the environment. Ofwat has formally accepted an enforceable package of undertakings from the company to ensure compliance.
